A housing cooperative owns its buildings and lets its apartments to its members at cost rent: the rent is based on land, construction, maintenance and administration costs rather than a targeted market return. That is why cooperative apartments are often cheaper than comparable apartments on the open market. When you move in, you become a member and buy share certificates; whether and how much of that capital is repaid when you leave is set by the cooperative's statutes. Many cooperatives have occupancy rules, such as a minimum occupancy depending on the number of rooms, and subsidised apartments come with income limits.
